Most corps have too extensive a list of enemies to set them all to negative.. complain about that to CCP.. nor tbh would anyone what to maintain such a list "OMG XXX has reformed their corp into a new name.. quick!! to the standings batman"
a more accurate reflection of standings in 0.0 are 0.1->5.0 is neutral, 5.0->10.0 is allies, 0 or under is hostile..

anyway i think KIA's comment kinna covers the situation.. You seem to think that, for whatever reason, u have a right to move in where ever u like, and if you get shot for it, you have been "agressed".. theft from ppl's stuff will kinna get u on a KOS list :)
